SUBJECT: Redistricting of County Supervisorial Districts
RECOMMENDED ACTION(S):
TITLE
Adopt resolution establishing the boundaries and numerical designations of the supervisorial districts and waive the reading of the resolution in its entirety (4/5 vote).
REPORT
As it expressly relates to the County of Fresno and pursuant to Elections Code Sections 21501, your Board must adopt the boundaries of the supervisorial districts by December 15, 2021. This item is countywide.
ALTERNATIVE ACTION(S):
Adoption of the final district boundary map must occur by December 15, 2021. If your Board does not adopt the proposed resolution by December 15, 2021, California law requires your Board to immediately file a petition with the Superior Court within five days for an order adopting supervisorial district boundaries.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Sufficient appropriations to cover all costs related to the redistricting process are included in the FY 2021-22 Adopted Budget, Org 2540 - Miscellaneous and Interest Expense. The forecasted cost of the redistricting process is estimated to be approximately $270,000.
DISCUSSION:
At the November 16, 2021 second post-draft map public hearing, your Board voted to bring forward map “County D” for adoption by resolution today. Under current State law, the Board must adopt boundaries no later than 174 days prior to the County’s next regular election held after January 1, 2022. The County’s next regular election after January 1, 2022 is the statewide direct primary election, which is presently scheduled for June 7, 2022. December 15, 2021 is 174 days prior to the June 7, 2022 primary election. Based on this, your Board must adopt the proposed resolution today, by 4/5 vote, as determined by the County Charter. If your Board fails to adopt the proposed resolution by December 15, 2021, California law requires your Board to immediately file a petition with the Superior Court within five days for an order adopting supervisorial district boundaries.
Attachment A is the proposed resolution that includes a written description delineating the boundary for each supervisorial district. During the development of the written description for each supervisorial boundary, staff uncovered a few census blocks that needed to be re-assigned to provide an easily identifiable boundary line. These census blocks contained (0) zero population. Accordingly, the re-assigned census blocks did not affect the total population in the districts or the overall population deviation. Due to these minor changes, staff renamed the proposed map from County D to County D2. The updated map, County D2, is included with the proposed resolution and included within Attachment B. The County D2 map was also posted on the County’s redistricting website on December 1, 2021. During the presentation of this agenda item, staff will provide your board with an explanation of the changes made.
After the adoption of the proposed resolution, the County will be required to maintain the redistricting webpages for a period of ten years.
