RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2021-22 appropriations for Public Works and Planning Org 9015 in the amount of $2,985,000 for architecture services, completion of Environmental Compliance Center (ECC) construction and the purchase of modular hazardous material containers (4/5 vote).

REPORT

Approval of the recommended action will increase the FY 2021-22 appropriations to meet the need for architectural and construction services and professional and specialized services for the ECC and the associated satellite site in Clovis.

 

ALTERNATIVE ACTION(S):

 

Without approval of the recommended actions the Department of Public Works and Planning Resources will lack the necessary appropriations to complete the construction of the ECC and provide hazardous material storage buildings for the satellite site in Clovis.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The HHW Facility Operations and Development component of the County’s Solid Waste Management Programs Surcharge has and will continue to fund the development and construction of the ECC household hazardous waste (HHW) facility and its associated programs.

 

DISCUSSION:

 

The County, acting as the lead agency on behalf of the AB 939 Committee, manages the Permanent Regional Household Hazardous Waste (HHW) Facility currently located at the American Avenue Disposal Site (AADS).  Management of the HHW facility is funded through a solid waste surcharge levied on each ton of solid waste that is generated within the boundaries of the County of Fresno.  These monies are deposited in the Solid Waste Surcharge Fund, Fund 0701, Subclass 15002, Org 9015.  A portion of these monies, $2,985,000, will be used to increase the FY 2021-22 appropriations to complete construction of the ECC and purchase a hazardous material storage container for the City of Clovis Antifreeze, Batteries, Oil and Paint (ABOP) Facility.

 

The ECC will be located at 310 S. West Avenue, Fresno, 93706.  This location is more convenient for most of the residents of Fresno County than the existing HHW facility located at AADS in Kerman.  In order to start construction as quickly as possible, and expend funds in measured amounts, the site is being developed in two phases.  Phase I consists of the HHW receiving and collecting area under a steel roof structure, an office with restrooms and storage, and a warehouse for housing non-hazardous materials and equipment used in the regular collection, storage, and transport of HHW.  Phase II consists of a conference and education center to be used for committee meetings, trainings, and educational outreach to the community.

 

Construction on Phase I started in the Fall of 2021.  Currently Phase II is being designed and construction drawings are being finalized for review by the AB 939 Committee.  A total increase in appropriations of $2,900,000 from the Solid Waste Surcharge Fund will provide for completion of construction of Phase I and progress on Phase II.

 

An associated satellite facility is being developed in the City of Clovis to collect ABOP from residents of Clovis and the surrounding areas in Fresno County.  The AB 939 Committee has authorized the purchase of storage buildings and used oil and antifreeze collection tanks for the Clovis ABOP Facility utilizing available funds in the Solid Waste Surcharge Fund in the amount of $85,000.
