RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2021-22 appropriations for American Avenue Disposal Site Org 9026 in the amount of $1,200,000 using American Avenue Disposal Site Enterprise fund 0700 General Reserves for the purchase of a Caterpillar Scraper (4/5 vote); and

 

2.                     Declare three pieces of heavy equipment in Public Works and Planning - American Avenue Disposal Site Enterprise Fund 0700, Org 9026, with a scrap value exceeding $10,000, to be surplus; authorize the Purchasing Agent to sell the equipment at auction; and direct that all proceeds of the sales shall be deposited into Enterprise Fund 0700 Subclass 15000.

REPORT

Approval of the recommended actions will provide funds to purchase a new Caterpillar (Cat) scraper for the American Avenue Disposal Site (AADS) replacing the Cat 633 scraper at the site (#0012), which has reached the end of its useful, economic life.  Approval of the second recommended action will allow the Department to surplus three pieces of heavy equipment, that are past their useful economic lives, at AADS and release the equipment for auction.  All proceeds from the auction will be deposited into AADS Org 9026.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions.  The scraper is beyond its serviceable life and continued use will result in elevated amounts of downtime and increased maintenance expenses.  The three pieces of heavy equipment pending surplus are past it useful economic lives.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with recommended actions.  The increase ($1,200,000.00) in appropriations using AADS Enterprise Fund 0700, Org 9026 general reserves will pay for the 623K Caterpillar scraper purchase.

 

DISCUSSION:

 

The County owns and operates AADS, located approximately 26 miles west of the nearest city limits of the City of Fresno on American Avenue in the City of Kerman.

 

Among the many heavy equipment vehicles operated at AADS, currently one Cat 633 Scraper (#0012) must be replaced to avoid high maintenance cost and increased downtime.  Unit #0012 was acquired by AADS in 1996.  Cat has since phased out the 633 model and parts are becoming scarce and hard to source.  Scrapers are utilized at AADS to haul and place daily and intermediate soil cover as required by Title 27 California Code of Regulations.  Cat is the only equipment manufacturer for self-propelled scrapers that are utilized at AADS.  Current lead time for a Cat 623 K scraper is approximately 11 months. This item will be included in FY 2022-23 Recommended Budget for Org 9026 due to the long lead time.

 

A Rosco Power Broom (#0027) was acquired in 1999 and EDC Deployer - Film Machine (#0023) was acquired in 2007 are no longer needed at AADS because they have exceeded their useful economic life.

 

With your Board’s approval of the recommended actions, the Department will be able to replace the 633 Scraper (#0012) and surplus three heavy equipment, that are past their useful economic life.
