SUBJECT:                     Amendment to Agreement with RTI International

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment I to Memorandum of Understanding with RTI International to continue participation in the National Survey for Child and Adolescent Well-Being study, extending the term from May 31, 2022 to December 31, 2023 ($0).

REPORT

Approval of the recommended action will allow the Department of Social Services to continue to participate in the National Survey for Child and Adolescent Well-Being (NSCAW III), a longitudinal study sponsored by the Federal Administration for Children and Families, conducted by RTI International (RTI).  The study was delayed due to the COVID-19 public health emergency, and the recommended amendment will allow for its completion.  The agreement does not require compensation for participation and includes no Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board elect not to approve the recommended action, the Department will be unable to continue participation in the NSCAW III and the County information that may help improve direct service to clients will not be included in the study.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The recommended action requires no monetary exchange between the parties. Salary and benefit costs related to compliance with this agreement are included in the Department’s Org 5610 FY 2022-23 Recommended Budget and will be included in subsequent budget requests.    

 

DISCUSSION:

 

On December 5, 2017, the Board approved Agreement No. 17-630, which allowed the Department to participate in the NSCAW III through May 31, 2022. The purpose of the NSCAW III is to provide nationally representative data about the well-being, service needs, and service utilization of children and families who come to the attention of the child welfare system.  Completion of the NSCAW III will inform national, regional and/or local policy, programs, and practices.  Due to the COVID-19 public health emergency, RTI experienced delays in data collection and require additional time to complete their study.

 

The recommended amendment will allow the Department to provide RTI with limited client contact information as needed, to follow up on parties previously interviewed as part of the initial data collection effort.  The recommended amendment will be effective upon execution and will expire on December 31, 2023, unless terminated by either party. The agreement differs from the standard county template as it was drafted by RTI International. It includes provisions to ensure data confidentiality and security to ensure that data is used appropriately.
