RECOMMENDED ACTION(S):

TITLE

Adopt Specifications for Contract No. 21-13-M, Bituminous Seal Coats, Various Locations in Fresno County, receive verbal report on bid opening; and award to be bidder with the lowest responsible bid.

REPORT

Approval of the recommended action will authorize the award of a budgeted 22.75 mile County-maintained pavement preservation project with six (6) miles of additives.  This item pertains to locations in Districts 1 and 4.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the project will be delayed.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The low bid is estimated to range between $2,200,000 and $2,400,000.  The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders will be detailed in the verbal report.  The project will be funded with the County’s SB-1 Road Maintenance and Rehabilitation Account.  Sufficient appropriations and estimated revenues for the project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2021-22 Adopted Budget.

 

DISCUSSION:

 

A bituminous seal coat, also known as a chip seal, is a type of pavement preservation treatment applied to low-traffic roads that require increased surface friction.  The thin protective layer provided by a chip seal fills in fine cracks to help prevent water from seeping into the pavement base, mitigates sun damage, and increases friction and skid resistance.

 

The work to be done consists, in general, of placing bituminous seal coats on 22.75 miles of County-maintained roads.  An additional 6 miles of County roads are included as additive bids. Additive bid item 10A is located on S Reed Avenue between SSR 180 to Goodfellow and additive bid item 11A is located on E Rose Avenue between the Del Rey Align and S Mendocino Avenue.  Both locations are in District 4.  Crack sealing will be performed on approximately 36 miles of roadway prior to placing of the seal coat.  Additional locations have been included as an additive bid in order to maximize the amount of roads treated if budget allows.

 

The action allows Department staff to present a verbal report for a bid opening held on May 5, 2022 and for the Board to consider whether or not to award the base bid and additives or only the base bid to the lowest responsible bidder.  The verbal report includes the estimated cost of construction based on the lowest responsive bid and the list of bidders, their respective bid amounts and DBE commitments.

 

This project was advertised on April 5, 2022 and a bid opening was held on May 5, 2022.

 

Specifications were prepared by Department staff and are on file with the Department.  It is anticipated that construction will begin in June 2022 and be completed in August 2022.
