SUBJECT: Amendment II to State Agreement for Voting System Replacement Grant Funding

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment II to Agreement 19-172 with the State of California for reimbursement funds for replacement of voting systems and related equipment, effective upon execution by the California Department of General Services through December 31, 2024, with no increase in the maximum of $4,744,657.
REPORT
Approval of the recommended action will provide State reimbursement funds to defray the costs of voting system components and related expenses. This item is countywide.

ALTERNATIVE ACTION(S):

If the Board does not approve the recommended action, the County Clerk/Registrar of Voters will not have access to this source of funding for voting system components and related costs.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action because Help America Vote Act (HAVA) grant funds (Federal program) will be used for the County's required matching of this State Grant funds. The County is required to match funds for eligible expenditures on a 3:1 basis. Appropriations and revenues for this grant are included in the Department's FY 2021-22 County Clerk-Elections Org 2850 Adopted Budget. Any unexpended funds at the current fiscal year end will be re-budgeted in future budget requests.

DISCUSSION:

On April 9, 2019, your Board approved Agreement No. 19-172 (State Agreement No. 18G30110) with the State of California for reimbursement funds for the replacement of voting systems and related equipment.

On December 10, 2019, your board approved Amendment I to Agreement No. 19-172 in which additional State funding was made available to assist with the replacement of voting systems and related equipment. Amendment I increased the County's total award amount to $4,744,657.
