SUBJECT:                     Project for Assistance in Transition from Homelessness Program Agreements

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Application / Agreement with the California Department of Health Care Services for the Federal Stewart B. McKinney Homeless Grant effective July 1, 2022 through June 30, 2023 ($422,883);

 

2.                     Approve and authorize the Director of the Department of Behavioral Health, or designee, to be the signatory on behalf of the Board of Supervisors on associated grant agreement documents, expenditure forms, reports, or modifications that do not exceed 10% of the maximum compensation; and,

 

3.                     Approve and authorize the Chairman to execute a retroactive Superseding Agreement to Agreement No. 21-214 to correct the Kings View legal name, effective July 1, 2021, with no change to the term of July 1, 2021 through June 30, 2026 and increasing the maximum compensation by $1,020,814 to a total of $4,482,250.

REPORT

There is no Net County Cost associated with the recommended actions. On March 21, 2022, the Department of Health Care Services (DHCS) released an application / agreement for the Projects for Assistance in Transition from Homelessness (PATH) grant, due April 6, 2022. On April 6, the Department of Behavioral Health submitted a placeholder application signed by the Department’s Director, contingent upon your Board’s approval, due to the short turnaround. Approval of the recommended actions will allow the Department to resubmit the application / agreement and designate the Department’s director to sign all necessary reports and forms due to DHCS for administration of the grant. The PATH agreement includes a 33% county match funded with Mental Health Services Act - Community Services Support (MHSA - CSS) funds. Approval of the recommended actions will correct Kings View’s legal entity name on the current PATH agreement, as well as utilize American Rescue Plan Act (ARPA) funds to continue a dedicated mobile outreach team through FY 2023-24. The PATH Street-outreach Team and Rural Support (STARS), formerly referred to as the Mobile Outreach Project, will expand and extend mobile outreach, housing services, and linkages to rural, incorporated, and unincorporated communities throughout the County. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. If the recommended actions are not approved, services to adults experiencing homelessness and serious mental illness and/or co-occurring disorders would be impacted and may result in a higher cost to the County, PATH grant funds would be forfeited, and the Department would bring all necessary reports and forms due to DHCS to your Board.

 

RETROACTIVE AGREEMENT:

 

The Department of Behavioral Health received notice of the incorrect legal entity name after your Board’s review and approval of the agreement on June 22, 2021.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The PATH grant allocation for FY 2022-23 is $317,162 and requires a County match of 33%, or $105,721, which will be funded with MHSA-CSS, for a total amount of $422,883. PATH funds are utilized for county costs ($12,106) and the County’s PATH program contracted and operated by Kings View ($410,777). The administrative costs are 10% ($42,287).

 

Utilizing ARPA funds, the FY 2022-23 compensation will increase by $499,141 to $1,138,207 and FY 2023-24 compensation will increase by $521,673 to $1,160,739 increasing the term maximum to $4,482,250.

 

Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2022-23 Recommended Budget and will be included in future budget requests.

 

DISCUSSION:

 

The Stewart B. McKinney Homeless Assistance Amendments Act of 1990 established the Federal PATH grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA). DHCS functions as a pass-through entity and direct services are administered through the Department. Since 1990, the Department has applied for the grant funding annually to address the needs of individuals with serious mental illness (SMI) and/or co-occurring SMI and substance use disorders who are experiencing or at risk of homelessness.

 

The Department received notice of the PATH grant application / agreement from DHCS on March 21, 2022 with a submittal deadline of April 6, 2022. As in previous years, due to short turnaround time, a placeholder application was submitted on April 6 contingent upon your Board’s approval, executed by the Department Director. Your Board’s approval of the recommended actions will allow the Department to submit an updated application / agreement to replace the placeholder application.

 

On June 22, 2021, your Board approved Agreement No. 21-214 with Kings View to deliver integrated mental health and supportive housing services to adults who are homeless, or who are at imminent risk of becoming homeless, and have a serious mental illness and/or co-occurring disorder, to enable this population to live in the community and to avoid homelessness, hospitalization, and/or jail detention. On August 24, 2021, your Board approved Amendment I (No. 21-214-1) to utilize Community Development Block Grant-Coronavirus (CDBG-CV) and Coronavirus Aid, Relief, and Economic Security (CARES) Act funds to fund the Mobile Outreach Project (Project) through FY 2021-22. The Project is comprised of a dedicated mobile outreach team that implements COVID-19 screening, education, assessment, and linkage capabilities in rural and unincorporated areas of the County. In error, the agreement was with ‘Kings View Corporation’ which is not the legal entity name of Kings View. With your Board’s approval, a superseding agreement will replace Agreement No. 21-214-1, as well as expand and extend the dedicated mobile outreach team through June 31, 2024 using ARPA funding.

 

OTHER REVIEWING AGENCIES:

 

The Behavioral Health Board was notified of this amendment at the April 2022 meeting.
