SUBJECT: Response to the 2021-22 Fresno County Grand Jury Final Report No. 1

RECOMMENDED ACTIONS:
TITLE
1. Review the findings and recommendations of the 2021-22 Fresno County Grand Jury Final Report No. 1 and adopt the recommended responses; and,

2. Order the Board's responses to the 2021-22 Fresno County Grand Jury Final Report No. 1 be filed with the Presiding Judge of the Superior Court.
REPORT
On April 18, 2022, the Grand Jury filed the 2021-22 Final Report No. 1, which examined the County's conflict-of-interest (COI) regulations and guidance. The Grand Jury requested responses from your Board to Findings F1, F2 and F5 and Recommendations R1, R3, and R4, which are within the County's scope of responsibility. Recommended responses are included in Attachment A for your Board's consideration. Upon adoption by your Board, responses will be submitted to the Presiding Judge.

Additionally, it should be noted that the Grand Jury requested responses from the Human Resources Department Director and County Administrative Officer are included as Attachments B and C.

ALTERNATIVE ACTION(S):

There is no alternative action. California Penal Code, section 933(c) requires that your Board respond to the Presiding Judge within 90 days.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions.

DISCUSSION:

On April 18, 2022, the Grand Jury filed the 2021-22 Final Report No. 1, which examined the County's conflict-of-interest (COI) regulations and guidance. The Report contains eight Findings and four Recommendations. The Grand Jury requested responses from your Board to Findings F1, F2 and F5 and Recommendations R1, R3, and R4, which are within the County's scope of responsibility. Recommended responses to the Findings and Recommendations were reviewed by County Counsel and are included in Attachment A.
