SUBJECT: Third Amendment to Agreement with Pinnacle Training Systems, LLC

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Third Amendment to Agreement with Pinnacle Training Systems, LLC to extend the term of the Agreement for COVID-19 testing services by six months from June 30, 2022 to December 31, 2022, with no increase to the compensation maximum of $9,880,000.
REPORT
There is no increase in Net County Cost associated with this recommended action as it is anticipated that American Rescue Plan Act (ARPA) funds, or alternate third-party funding, will be utilized for continued service costs. As continued testing services are necessary as required by the California Department of Public Health State Public Health Officer's Orders and the Cal/OSHA Emergency Temporary Standard, as well as continued voluntary testing aimed at reducing the spread of COVID-19 in the County of Fresno, approval of the recommended action is required. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board choose not to approve the recommended action, to County will not be able to continue to offer onsite voluntary testing, as well as testing to employees, contractors, and volunteers as ordered by the California Department of Public Health's State Public Health Offer and the Cal/OSHA Emergency Temporary Standards.

FISCAL IMPACT:

There is no increase in Net County Cost associated with this recommended action as the Department anticipates ARPA funds, or alternate third-party funding, will be utilized for continued service costs. Approval of the recommended action will not increase the contract maximum of $9,880,000. Sufficient appropriations and estimated revenues will be included in the Department's Risk Management Org 8925 FY 2022-23 Recommended Budget.
