Title: 1. Approve and authorize the Chairman to execute Amendment II with Youth Leadership Institute for youth substance use disorder prevention services to include additional Substance Abuse Prevention and Treatment and American Rescue Plan Act funding, effective July 1, 2022, with no change in term of July 1, 2021 through June 30, 2026 and increasing the maximum by $830,865 to a total of $7,077,625; and, 2. Approve and authorize the Chairman to execute Amendment I with LPC Consulting Associates, Inc., for substance use disorder prevention program evaluation and strategic prevention plan services to include additional American Rescue Plan Act funding, effective July 1, 2022, with no change in term of January 4, 2022 through December 31, 2026 and increasing the maximum by $100,000 to a total of $640,000.

SUBJECT: Amendments to Agreements for Substance Abuse Disorder Primary Prevention and Evaluation Services

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment II with Youth Leadership Institute for youth substance use disorder prevention services to include additional Substance Abuse Prevention and Treatment and American Rescue Plan Act funding, effective July 1, 2022, with no change in term of July 1, 2021 through June 30, 2026 and increasing the maximum by $830,865 to a total of $7,077,625; and,

2. Approve and authorize the Chairman to execute Amendment I with LPC Consulting Associates, Inc., for substance use disorder prevention program evaluation and strategic prevention plan services to include additional American Rescue Plan Act funding, effective July 1, 2022, with no change in term of January 4, 2022 through December 31, 2026 and increasing the maximum by $100,000 to a total of $640,000.
REPORT
Approval of the recommended actions will add Substance Abuse Prevention and Treatment (SAPT) and American Rescue Plan Act (ARPA) funds to the current agreement to supplement the Friday Night Live (FNL) Program and Substance Use Disorder primary prevention services for youth and young adults, ages 10-20. Approval of the recommended actions will add ARPA funds for program evaluation of the supplemental FNL and substance use disorder prevention services added to the YLI agreement. The recommended amendments will be funded with SAPT Federal Block Grant, Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA), ARPA, Senate Bill (SB) 920 - Alcohol Abuse Prevention, and Realignment funds, with no increase in Net County Cost. This item is countywide.
