SUBJECT:                     Sheriff’s Civil Automation Specialty Vehicle Purchase

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Budget Resolution increasing FY 2022-23 appropriations and estimated revenues for the Sheriff-Coroner-Public Administrator’s Org 31112401 in the amount of $450,000 for the purchase of a new Civil Specialty vehicle for the Civil Unit (4/5 vote); and

2.                     Adopt Budget Resolution increasing the FY 2022-23 appropriations in the Sheriff Automated GC 26731 Org 1455 in the amount of $450,000 (4/5 vote).

REPORT

There is no increase in Net County Cost associated with these actions. Approval of the recommended actions will allow the Sheriff’s Office to utilize Sheriff Civil Automation funds for the purchase of a new Civil Specialty vehicle for the Civil Unit. The vehicle will be used as a support vehicle for homeless encampment cleanup operations. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended actions are not approved, the Sheriff’s Office will not be able to purchase a new Civil Specialty vehicle that will replace the current pull trailer that the Civil Unit utilizes for homeless encampment cleanup operations.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended actions; the costs will be fully offset with Civil Automation funds. Approval of recommended action No. 1 will increase FY 2022-23 appropriations and estimated revenues in the amount $450,000 for the Sheriff-Coroner-Public Administrator Org 31112401 to purchase a new Civil Specialty vehicle through an Operating Transfer In from the Sheriff Automated GC 26731 Org 1455. Approval of recommended action No. 2 will increase the FY 2022-23 appropriations by $450,000 in the Sheriff Automated  GC 26731 Org 1455 using available fund balance to fund an Operating Transfer Out to the Sheriff-Coroner-Public Administrator Org 31112401 ($450,000). Maintenance costs are included in the Sheriff-Coroner-Public Administrator’s FY 2022-23 Adopted Budget Org 3111 and will be included in future requested budgets.

 

DISCUSSION:

 

The Civil Unit is need of a new specialty vehicle that will replace the current pull trailer that the Civil Unit uses for homeless encampment cleanup operations. The requested specialty vehicle is a 2022/2023 Ford F650 Chassis with a 22’ foot long custom van body. The vehicle will be outfitted with an air conditioner, bathroom, interview room, workstations, cabinets, generator, and a power awning. The vehicle will be used as a support vehicle for homeless encampment cleanup operations, which are typically multi-day operations, during various times of the year with possibly extremely hot or cold weather. The specialty vehicle will give the deputies and other agency personnel the ability to get out of the elements. The specialty vehicle will also give staff a bathroom and workstations to use during the multi-day operations.

 

Pursuant to Government Code 26731, $18.00 of any fee collected under specified sections of the Government Code shall be deposited into a special fund in the County treasury. Pursuant to Government Code 26731, funds deposited shall be for the exclusive use of the Sheriff’s Civil Division including the purchase of operating equipment for the Civil Division. The recommended actions will appropriate the funds to purchase the specialty vehicle for the Sheriff’s Civil Unit.
