SUBJECT: Retroactive Amendment I to Master Agreement for Specialized Residential Mental Health Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive Amendment I to Master Agreement to update Star View Behavioral Health's rates, effective July 1, 2023, with no change to the term of July 1, 2023 through June 30, 2025, or compensation maximum of $13,500,000.
REPORT
Approval of the recommended action will allow the Department of Behavioral Health to update the rate sheet for Star View Behavioral Health, Inc. following the revision of rates by their host county in accordance with California Advancing and Innovating Medi-Cal (CalAIM) payment reform requirements. This item is countywide.

ALTERNATIVE ACTION(S):

Should the Board not approve of the recommended actions, the Department would not be able to appropriately utilize the provider as the current Exhibit B-5 on file does not reflect the provider's actual rates following the revision of CalAIM rates by their host county, Los Angeles.

RETROACTIVE AGREEMENT:

The current rates on Exhibit B-5 do not reflect the final CalAIM rates from Los Angeles County. When the provider, Star View Behavioral Health, Inc. submitted their rates for approval as part of the original agreement, Los Angeles County had not yet issued rates for the 24/7 programs such as psychiatric health facilities, and for day services labeled on the provider's Exhibit B-5 as day treatment intensive. With the issuing of these rates, the Department seeks to retroactively amend the agreement to reflect these corrected rates, included as Revised Exhibit B-5, effective the first day of the agreement, July 1, 2023.

FISCAL IMPACT:
