SUBJECT: Award Contract 23-23-C Adams Avenue Shoulder Improvements and Pavement Overlay

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 23-23-C Adams Avenue Shoulder Improvements and Pavement Overlay, Federal Project No. CML-5942(253) and award to the lowest bidder Emmett Valley Construction in the total amount of $3,281,688.
REPORT
Approval of the recommended action will authorize the award of a Federally funded Congestion Mitigation & Air Quality (CMAQ) Improvement Program and Surface Transportation Block Grant (STBG) project. This item pertains to a location in Districts 1 and 4.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The anticipated construction cost for the project, based on the low bid and Director's allowance for change orders of $176,584, is $3,458,272. This project is 88.53% Federally funded through CMAQ and STBG. The local match of $376,410 will be paid out of the County's SB-1 Allocation. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Org 4510 FY 2023-24 Adopted Budget.

DISCUSSION:

Adams Avenue is a two-lane rural road with unpaved shoulders. This project will improve air quality by decreasing the amount of airborne particulate matter disturbed by passing vehicles through widening the road with paved shoulder and placing a new overlay on the road surface.

The work to be done consists, in general, of constructing approximately 4.25 miles of 4-foot-wide paved shoulders with shoulder backing, and placing an asphalt concrete overlay on East Adams Avenue from South Cherry Avenue to 0.25 miles east of South Clovis Avenue, excluding the segment from Cedar Avenue to M...
