SUBJECT: Amendment I to Agreement No. 15-457 with the City of Selma for the Selma Groundwater Recharge Basin, Community Development Block Grant (CDBG) Project No. 15651

RECOMMENDED ACTION:
TITLE
Approve and authorize Chairman to execute Amendment I to Agreement 15-457 with the City of Selma for the Selma Groundwater Recharge Basin, Community Block Grant Project No. 15651 ($586,494).
REPORT
Amendment I to the Agreement provides an additional $157,029 in Community Development Block Grant (CDBG) funds to the project which will increase CDBG funds to a total of $586,494. The $157,029 amendment amount is available from the City of Selma's 2016-17 allocation of CDBG funds as listed in the County's 2016-17 Action Plan as approved by the Board on April 26, 2016. The additional funds are needed due to increased construction costs.

ALTERNATIVE ACTION:

If this amendment is not approved, the City may not have sufficient funds to complete the entire project.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Amendment I will increase CDBG funding for the Selma Groundwater Recharge Basin Project from the City's CDBG allocation by $157,029. Total CDBG funding for the Project will be $586,494. The additional CDBG funds are included in the Department's Community Development Block Grant Org 7205 Adopted Budget for FY 2016-17. CDBG funds are provided on a reimbursement basis. The City of Selma will provide all sums of money in excess of the CDBG funds that may be necessary to complete the project.

DISCUSSION:

On September 22, 2015, as Item #64, the Board approved the Selma Groundwater Recharge Basin Project No. 15651, in the amount of $429,465.
