SUBJECT: Retroactive Revenue Agreement with California Department of Public Health for Project LAUNCH

RECOMMENDED ACTION:
TITLE
Approve and authorize the Chairman to execute a retroactive revenue Agreement with California Department of Public Health, for Project LAUNCH (Linking and Addressing the Unmet Needs for Children's Health) activities, effective December 1, 2015 through June 30, 2019, total not to exceed $367,968.
REPORT
Approval of the recommended action will provide the Department of Public Health with funding to replicate and implement specific successful early childhood strategies of mental health consultation into home visiting, Parent Caf?s, and systems integration. The Department would participate in technical assistance and training provided by Alameda County Public Health, the lead local health jurisdiction, and its contractors. The proposed Agreement is funded with a grant from the Substance Abuse and Mental Health Services Agency (SAMHSA) through the California Department of Public Health (CDPH), with no increase in Net County Cost.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, the Department would be unable to utilize CDPH funding for participation in Project LAUNCH (Linking and Addressing the Unmet Needs for Children's Health) activities.

RETROACTIVE AGREEMENT:

The recommended retroactive revenue Agreement was received from CDPH on May 26, 2016 and is retroactive to December 1, 2015. The federal grant required planning and budget submittal which resulted in delayed finalization by CDPH. The time required to prepare and review the recommended agreement did not allow presentation to your Board at an earlier date. The Department will be able to bill for expenses incurred on the Project during FY 2015-16.
