SUBJECT: Right-of-Way Acquisition for Bethel Avenue and Manning Avenue
Traffic Signal Project - Federal Project No. HSIP-5942(230)

RECOMMENDED ACTION(S):
TITLE
Accept the easement deeds and authorize the Chairman to execute the right-of-way contracts and temporary construction permits required for the installation of a traffic signal at the intersection of Bethel Avenue and Manning Avenue for a total monetary consideration of $3,100.
REPORT
Approval of the recommended action will authorize the purchase of additional right-of-way and temporary construction permits required to install a six-phase traffic signal with protected left turn phasing at the intersection of Bethel Avenue and Manning Avenue (shown on Exhibit A, attached).

ALTERNATIVE ACTION(S):

The Board may reject the purchase of this right-of-way. This would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and funding previously received for the project would have to be returned.

FISCAL IMPACT:

There will be no Net County Cost associated with the recommended action. A warrant or check will be drawn on Fund 0010, made payable to the individual grantors listed below. This project is eligible for reimbursement under the Highway Safety Improvement Program (HSIP). The HSIP will provide up to 90 percent of the funding for the right-of-way purchase. The remaining costs will be paid out of the Road Fund. Sufficient funds for this transaction are included in the FY 2016-17 Public Works and Planning - Roads Org 4510 Adopted Budget.
