SUBJECT: Retroactive Application for Assistance Revenue Agreement with the California Governor's Office of Emergency Services

RECOMMENDED ACTIONS:
TITLE
1. Approve and authorize the Chairman to execute a Retroactive Application for Assistance Revenue Agreement for submission to the California Governor's Office of Emergency Services for the FY 2016 Emergency Management Performance Grant, effective July 1, 2016 through June 30, 2017 ($326,703).

2. Approve and authorize the Chairman to execute the Fiscal Year 2016 Emergency Management Performance Grant Agreement Articles, Assurances, Certifications, Terms and Conditions and Governing Body Resolution.
REPORT
Approval of the recommended actions will allow the Department of Public Health to submit the non-competitive Application for Assistance Revenue Agreement and the Emergency Management Performance Grant (EMPG) to the California Governor's Office of Emergency Services (Cal OES). The EMPG grant funds support the Fresno County Operational Area Master Emergency Services Plan's capability to prevent, prepare for, mitigate against, respond to and recover from emergencies and disasters. The EMPG Local Allocation is to provide federal funds to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by Section (?) 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. ?762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. ?? 5121 et seq.). The application and related EMPG documents represent an Agreement with Cal OES and require a 100 percent County match, which will be covered with Health Realignment, with no Net County Cost.
