SUBJECT: Certification of Assurance of Compliance for Law Enforcement Specialized Units

RECOMMENDED ACTION(S):
TITLE
Authorize the Chairman to execute a Certification of Assurance of Compliance with California Governor's Office of Emergency Services (Cal OES) Law Enforcement (LE) Specialized Units Program.
REPORT
There is no Net County Cost associated with this action. Cal OES approved LE Grant Subaward No. LE16 03 0100 with the condition to submit a current (December 2016 revision) Certification of Assurance of Compliance, Cal OES Form 2-104g, Violence Against Women Act (VAWA) Fund, no later than March 31, 2017. The Certification includes details regarding Federal Grant funds, Equal Employment Opportunity, Drug Free Workplace Compliance, California Environmental Quality Act, Lobbying, Debarment and Suspension requirements, Proof of Authority from Governing Board, Civil Rights Compliance, and Special Conditions for VAWA funds.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, the grant funds may be withheld, grant payments may be disallowed, and/or future grant funds may be denied. This would impact the department's coordinated response to victims of domestic violence and their children.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action.
DISCUSSION:
On April 21, 2015 your Board executed the first LE Specialized Units program grant effective from January 1, 2015 through December 31, 2015. The funding cycle is for three years, beginning on January 1, 2015 and ending December 31, 2017. Each grant period is 12 months and a noncompetitive reapplication for continuation of funding must be submitted for the second and third years of the program. On April 5, 2016 your Board executed the second LE Specialized Units program effective from January 1, 2016 through December 31, 2016.
