SUBJECT: Amendment I to Agreement with Focus Forward

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment I to Agreement No. 16-187 with Focus Forward in order to provide in-custody and post-release re-entry services to foster care youth effective upon execution through May 31, 2021, increasing the contract maximum by $341,808 to a total of $1,720,608; and
2. Adopt Budget Resolution increasing FY 2016-17 appropriations and estimated revenues in the Probation Org 3430 in the amount of $20,509 (4/5 vote).
REPORT
There is no additional Net County Cost associated with the recommended actions as costs for this agreement are funded through Federal Foster Parent Recruitment, Retention and Support (FPRRS) funds. Approval of the recommended actions will allow Focus Forward to add a Social Worker to their staff to expand the Planned Re-Entry Program (PREP) and provide re-entry services to youth in foster care and group homes.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved, the PREP will not be extended to youth in foster care and group homes.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended actions, or match requirement for the receipt of funds. Funding for the recommended actions will be provided through FPRRS funding allocated by the State of California Department of Social Services. The Contractor will be compensated a maximum of $82,034 annually for the additional services. Approval of the second recommended action will increase FY 2016-17 appropriations and estimated revenues in the Probation Org 3430 in the amount of $20,509 to provide funding for the additional services for the remainder of this fiscal year.
