SUBJECT: Budget Resolution and Second Amendment to Agreement No. 13-761 with Central State, Inc., for Sewage Sludge Pumping and Removal
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize Chairman to execute the Second Amendment to Agreement No. 13-761 with Central State, Inc., to add leachate pumping and removal services at the American Avenue Disposal Site and increase the annual maximum limit from $320,000 to $470,000 for years four and five ($1,740,000).
2. Adopt a Budget Resolution increasing the FY 2016-17 appropriations in the American Avenue Disposal Site Organization 9026 in the amount of $50,000 from the American Avenue Disposal Site Fund 0700 General Reserves (4/5 vote).
REPORT
Due to an unusually high amount of rainfall at the American Avenue Disposal Site (AADS), it is necessary to dispose of leachate off-site. Recommended action one will add leachate pumping and removal services at AADS to Agreement No. 13-761 and increase the annual maximum limit by $150,000 per year for the remainder of the current one-year period and the final optional one-year period, if it is renewed. Recommended action two will increase the appropriations by $50,000 in the American Avenue Disposal Site Organization 9026 to pay for the cost of leachate pumping and disposal for FY 2016-17.
ALTERNATIVE ACTION(S):
No viable alternatives exist.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. Sufficient funds are available in the American Avenue Disposal Site Fund 0700 General Reserves to fund the increase in appropriations. Approval of the second recommended action will increase the appropriations in the FY 2016-17 American Avenue Disposal Site Organization 9026 Adopted Budget in the amount of $50,000 to fund leachate pumping and removal service.
