SUBJECT: Amendment to Agreement with the California Department of Public Health for the California Home Visiting Program

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 15-266 with the California Department of Public Health for the California Home Visiting Program, effective April 25, 2017 with no change to the term through June 30, 2019 and decreasing the maximum by $11,428 to a total of $3,573,928.
REPORT
Approval of the recommended action will decrease funding in the California Home Visiting Program (CHVP), by 3% ($11,428) due to the California Department of Public Health's (CDPH) amendment to the scope of work, which revised and clarified the main goals. The decrease will not impact the services CHVP provides including public health nurse home visitation, health education and linkage to community resources to first-time, low-income mothers and their families in Selma and the surrounding rural areas.

No viable options are available.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will decrease the revenue agreement from $3,585,356 to $3,573,928, a 3% decrease ($11,428). The reduction impacts Year 2 (FY 2016-17), reducing the maximum from $863,839 to $852,411, and adjusts line items to coincide with the reduction. Sufficient appropriations and estimated revenues are included in the Department's Org 5620 FY 2016-17 Adopted Budget.

DISCUSSION:

On June 16, 2015, your Board approved Agreement No. 15-266 with CDPH to continue the CHVP Nurse-Family Partnership (NFP) home visiting services in Selma and surrounding rural areas of the County.
