SUBJECT: Amendment I to Agreement with Fresno County Superintendent of Schools for Adult Education and Data Collection Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. A-14-309 with the Fresno County Superintendent of Schools for Adult Education and Data Collection Services extending the term by one year from July 1, 2017 to June 30, 2018 and increasing the maximum total by $871,660 to a total of $3,620,425.
REPORT
Approval of the recommended action will allow the Department of Social Services to extend the existing Agreement with the Fresno County Superintendent of Schools (FCSOS) for a period of one year and increase the compensation by $871,660 to allow for program evaluation and assessment of client needs.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Pursuant to the California Work Opportunity and Responsibility to Kids Act (CalWORKs), Welfare and Institutions Code section 11200, the County is required to provide educational services that will assist CalWORKs Welfare to Work (WTW) clients in gaining employment. Should your Board not approve the recommended action, the existing Agreement will expire on June 30, 2017, exposing the County to risk of non-compliance of State and Federal legislation.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The maximum cost of the agreement ($3,620,425) will be offset using CalWORKs Single Allocation funds. Sufficient appropriations and estimated revenues will be included in the FY 2017-18 Recommended Budget.

The County has a Maintenance of Effort (MOE) of $4,022,882 for FY 16-17 for the CalWORKs program. Once the MOE has been met, all expenses over that amount will be 100% funded with State and Federal dollars up to the amount of the annual CalWORKs Single Allocation. Soc...
