SUBJECT: Revenue Agreement with Public Health Foundation Enterprises for Zika Response Resources

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a revenue Agreement with Public Health Foundation Enterprises, Inc. for Zika Response Resources, effective upon execution through July 31, 2018 ($163,676).
REPORT
Public Health Foundation Enterprises, Inc. (PHFE) on behalf of the California Department of Public Health (CDPH) received a funding award from the U.S. Centers for Disease Control and Prevention (CDC) to enhance State and Local Health Department (LHD) response to Zika Virus Disease (ZVD), targeted for epidemiology and surveillance, laboratory, and ZVD registry activities. Approval of the recommended action will fund response activities in the County, with no Net County Cost.

Although the recommended agreement would be effective upon execution, no funds will be expended during FY 2016-17. Sufficient appropriations and estimated revenues will be included in the FY 2017-18 Requested Budget and in subsequent budgets for the terms duration. The recommended agreement allows for full recovery of direct costs, but limits indirect cost recovery to 15%. The grant allocation does not require matching funds.
