Title: 1. RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Agreement with Turning Point of Central California, Inc. for specialty mental health and substance use disorder outpatient treatment services as set forth in Assembly Bill 109: 2011 Public Safety Realignment, effective July 1, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $13,624,905.

Approve and authorize the Chairman to execute an Agreement with Turning Point of Central California, Inc. for Full Service Partnership services as set forth in Assembly Bill 109: 2011 Public Safety Realignment, effective July 1, 2017, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $7,779,515.
REPORT
Approval of the recommended actions will allow the Department of Behavioral Health to provide specialty mental health and substance use disorder outpatient treatment (Outpatient) and Full Service Partnership (FSP) services through Turning Point of Central California, Inc. (Turning Point). The services target adult prison population transfers, per Assembly Bill (AB) 109: 2011 Public Safety Realignment (Chapter 15, Statutes of 2011). The services are funded with Mental Health Realignment, Mental Health Services Act - Community Services and Support (MHSA - CSS), 2011 Public Safety Realignment, Substance Abuse Prevention and Treatment (SAPT) Block Grant, Drug Medi-Cal and Short-Doyle/Medi-Cal Federal Financial Participation (FFP) monies, with no increase in Net County Cost.
