SUBJECT: Retroactive Grant Application for Lead-Based Paint Hazard Control Remediation Service Funds
RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Department of Public Health's previous submittal of a grant application in the amount of $1,000,000 to the Department of Housing and Urban Development for lead-based paint hazard control remediation service funds.
REPORT
Approval of the recommended action will authorize the retroactive submission of a competitive grant application to the Department of Housing and Urban Development (HUD) for the removal of lead-based paint hazards in houses where a lead-poisoned child has been identified. The Department of Public Health (DPH) submitted the application to HUD to meet the grant's filing deadline on March 23, 2017, contingent upon your Board's approval. The application includes leveraging in-kind funding ($1,002,589) in the form of risk assessments and clearance inspections of lead contaminated homes for a total project cost of $2,002,589. If awarded, DPH will work with the Department of Public Works and Planning (PWP) to complete the remediation services.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the submitted grant application will be withdrawn from consideration for funding.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. This grant will provide $1,000,000 for three years to implement a Lead-Based Paint Hazard Control Program from FY 2017-18 through FY 2019-20.
