SUBJECT: Agreement with Fresno Westside Mosquito Abatement District

RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of website creation and maintenance and public outreach and education; and

2. Approve and authorize the Chairman to execute a sole source Agreement with the Fresno Westside Mosquito Abatement District, for public outreach and education regarding Zika Virus Disease and other mosquito borne illnesses, effective upon execution through June 30, 2020 ($125,000).
REPORT
Approval of the recommended actions will allow the Department of Public Health to execute an agreement with the Fresno Westside Mosquito Abatement District (FWMAD). FWMAD is a local government agency and was determined the best-suited district by local abatement district managers to develop a countywide website with public outreach and education. The recommended agreement funds the website's development and maintenance to provide County residents Zika Virus Disease (ZVD) and other mosquito borne illness awareness and prevention information, with no Net County Cost.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended actions, the Department would need to conduct a request for proposals to identify a vendor with extensive expertise in mosquito borne illnesses and abatement to provide the described services. It is noted that the local mosquito abatement districts jointly discussed the services proposed and concur that FWMAD is the local mosquito abatement district best suited to provide and manage the proposed services.
