SUBJECT: Community Recidivism Grant - Third Amendment to Agreement

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment III to Agreement #15-243 with the Poverello House for the provision of community recidivism and crime reduction services, effective upon execution, increasing the contract maximum by $10,254 for a total of $126,574 through June 30, 2019; and
2. Adopt Budget Resolution increasing FY 2017-18 appropriations for the Community Recidivism Reduction Grant Org 3451 in the amount of $10,254 (4/5 vote).
REPORT
There is no Net County Cost associated with the recommended actions, which will re-allocate $10,254 of unexpended 2014 Community Recidivism Reduction Grant (CRRG) funds to the Poverello House, with payments of such additional funds spread over the final 9 months of the 2017-18 fiscal year.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended actions, any 2014 CRRG funds unexpended as of June 30, 2018 shall revert to the state General Fund.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions. The California Budget Act of 2014 allocated $250,000 in CRRG funds to Fresno County. Your Board approved contracts on June 16, 2015 to allocate the funds. Four of the five vendors utilized all of the funds allocated to them. Alliant had a balance left at the end of the agreement (June 30, 2016) of $30,270 which was reallocated to them in FY 2016-17 through a second amendment approved by your Board on June 7, 2016. As of the end of FY 2016-17, Alliant had an unexpended balance of $10,254, which is being brought to your Board for reallocation.
