SUBJECT: Retroactive Law Enforcement Specialized Units Program Grant Application

RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Sheriff-Coroner's submittal of grant application to the California Governor's Office of Emergency Services (Cal OES) Law Enforcement (LE) Specialized Units Program effective January 1, 2018 through December 31, 2018 ($270,857).
REPORT
There is no additional Net County Cost associated with this action. Cal-OES released the competitive funding application where applicants may request up to $203,143 for a 12-month period from January 1, 2018 to December 31, 2018. The Sheriff-Coroner submitted the competitive application to Cal OES to meet the application deadline of October 2, 2017, contingent on your Board's approval. The funding requires a 25% total project cost match ($67,714) that will be offset by an in-kind match, if awarded the grant.

ALTERNATIVE ACTION(S):

There is no viable alternative action for the receipt of LE Specialized Units Program funding.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended action. The LE Specialized Units Program Grant application, if awarded, will provide $203,143 to partially fund one full-time Deputy Sheriff position in the Sheriff-Coroner's Domestic Violence Unit ($150,547) and a Victim Advocate's (through an agreement with Marjaree Mason Center) salary and benefit costs and associated expenses ($52,596). There is a 25 percent total project cost match ($67,714) required by the grant, that will be offset by an in-kind match via the salary and benefits of a second Deputy Sheriff assigned to the Domestic Violence Unit, for a total agreement amount of $270,857.
