Title: 1. SUBJECT: First Amendment to Agreement No. 15-227 with Fresno Pacific University Center for Peacemaking and Conflict Studies for victim and offender reconciliation services for the Probation Department

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute First Amendment to Agreement No. 15-227 with the Fresno Pacific University Center for Peacemaking and Conflict Studies for victim and offender reconciliation services for the Probation Department, effective upon execution with no change in term to June 30, 2020, increasing the contract maximum by $110,484 to $230,484;
2. Adopt Budget Resolution increasing FY 2017-18 appropriations in the Youthful Offender Block Grant Org 3434 in the amount of $26,484 (4/5 vote); and
3. Adopt Budget Resolution increasing FY 2017-18 appropriations and estimated revenues in the Probation Org 3430 in the amount of $26,484 (4/5 vote).
REPORT
There is no increase in Net County Cost associated with the recommended actions as costs associated with this amendment will be funded with Youthful Offender Block Grant funds. Approval of the recommended amendment will allow Fresno Pacific University's Center for Peacemaking and Conflict Studies (CPACS) to continue to provide victim and offender reconciliation services for the Probation Department. Approval of the recommended amendment will increase the annual compensation amount from $24,000 to $66,000 effective upon execution. CPACS provides restorative justice mediation services between juvenile offenders and victims of crime.

ALTERNATIVE ACTION(S):

If the Board does not approve the recommended actions, services provided by CPACS will likely be reduced or eliminated.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The amendment will increase the maximum annual compensation for this agreement from $24,0...
