SUBJECT: Master Agreement for Substance Abuse Treatment Services

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a Master Agreement for Substance Abuse Treatment services, effective July 1, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $17,000,000.

2. Authorize the Director of the Department of Social Services, or his designee to add and/or delete service providers to the Master Agreement, as necessary.
REPORT
Approval of the first recommended action will allow the Department of Social Services to continue to provide a full continuum of mandated and non-mandated substance abuse treatment services to clients involved with the California Work Opportunity and Responsibility to Kids (CalWORKs) and the Child Welfare Services (CWS) programs, with no increase in Net County Cost. This agreement is countywide.

Approval of the second recommended action authorizes the Department Director to add and/or delete service providers as necessary to the master agreement to meet service needs without exceeding the contract maximum.

ALTERNATIVE ACTION(S):

Non-approval of the recommended actions will hinder the Department's ability to provide a full continuum of mandated and non-mandated Substance Abuse Treatment services to clients involved with the CalWORKs and Child Welfare Services programs.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The maximum compensation for the five-year agreement ($17,000,000) is funded through the CalWORKs Substance Abuse and Mental Health Allocation and Child Welfare Realignment. Sufficient appropriations ($3,400,000) will be included in the FY 2018-2019 Requested Budget for the Department of Social Services Org 5610.
