SUBJECT: Retroactive Master Agreement with various school districts for the coordination of mental health services to underserved and un-served children and youth and their families.

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Master Agreement with various School Districts for the coordination of mental health services at various school Districts, effective July 1, 2018 through June 30, 2023, which includes a three-year base contract and two optional one-year extensions ($0).

2. Authorize the Director of the Department of Behavioral Health or designee to add and/or delete School Districts at any time during the term of the recommended Agreement.
REPORT
Approval of the first recommended action allows for the provision of comprehensive mental health treatment services to underserved and un-served children and youth and their families at school sites. The second recommended action authorizes the Director and/or designee to add and/or remove school districts as a participant to the agreement with no Net County Cost.

ALTERNATIVE ACTION(S):

There are no alternative actions. Should the recommended actions not be approved, there will be an interruption in mental health services for approximately 1,000 unique children and youth and their families within Fresno County School Districts.

RETROACTIVE AGREEMENT:

The recommended agreement is retroactive to July 1, 2018 due to an extended period of review and negotiation with the various school districts considering the recommended agreement.

FISCAL IMPACT:

There is no increase in Net County Cost or County match associated with the recommended actions. The recommended agreement allows for continued services for school districts with service obligations to be performed without payment of any monetary compensation by either County or School Districts.
