Title: 1. Approve and authorize the Chairman to execute an Amendment III to Agreement No. 13-273 with Turning Point of Central California, Inc. extending the term by two months from November 1, 2018 through December 31, 2018, and increasing the maximum by $288,341 to a total of $14,170,378. 2. Approve and authorize the Chairman to execute an Agreement with Central Star Behavioral Health, Inc. for the provision of mental health services and supports and housing to the Transition Age Youth population, effective upon execution through June 30, 2024, which includes a three-year and eight-month base contract and two optional one-year extensions, total not to exceed $15,988,439.

SUBJECT: Amendment III to Turning Point Agreement Agt. 13-273 and Agreement with Central Star Behavioral Health, Inc. for Transition Age Youth Mental Health Services, Supports and Housing Services

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Amendment III to Agreement No. 13-273 with Turning Point of Central California, Inc. extending the term by two months from November 1, 2018 through December 31, 2018, and increasing the maximum by $288,341 to a total of $14,170,378.

2. Approve and authorize the Chairman to execute an Agreement with Central Star Behavioral Health, Inc. for the provision of mental health services and supports and housing to the Transition Age Youth population, effective upon execution through June 30, 2024, which includes a three-year and eight-month base contract and two optional one-year extensions, total not to exceed $15,988,439.
REPORT
Approval of the first recommended action will allow for a two-month term extension with the current provider of integrated mental health and supportive housing services to Transition Age Youth (TAY), ages 16 to 25, Turning Point of Central California, Inc. (Turning Point), the complete transition of its remaining caseload of youth and young adults with serious emotional disturbance (SED) or serious mental illness (SMI) to the new provider of TAY services, and the close out operations for the Turning Point TAY program.

Approval of the second recommended action will allow the TAY Full Service Partnership (FSP) level services to be provided, as awarded via a competitive bid process, Request for Proposal (RFP) No. 18-038, by Central Star Behavioral Health, Inc. (Central Star), with no increase in Net County Cost.
