SUBJECT: Amendment to Agreement with the California Institute of Behavioral Health Solutions

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment II to Agreement No. 16-172 with California Institute of Behavioral Health Solutions for training and consultation services, effective upon execution with no change in term to June 30, 2021 and increasing the maximum by $1,500,000 to a total of $4,035,000.
REPORT
Approval of the recommended amendment will allow the California Institute of Behavioral Health Solutions (CIBHS) to continue to assist the Department of Behavioral Health by expanding the implementation of evidence-based practices (EBP), building core competencies across all behavioral health staff, consultation services, behavioral health system transformation, program planning, monitoring, and evaluation through FY 2020-2021. The recommended action will increase the maximum compensation by $1,500,000 and will be funded with Mental Health Services Act - Workforce, Education and Training (MHSA-WET) and Behavioral Health Realignment, with no increase in Net County Cost.

ALTERNATIVE ACTION(S):

If the Board does not approve the recommended action, the Agreement with California Institute of Behavioral Health Solutions will not be amended.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the agreement ($4,035,000) will be fully offset with MHSA-WET and Behavioral Health Realignment.

The recommended amendment will result in the following annual maximums:

FY 2016-17 unchanged at $357,000
FY 2017-18 unchanged $1,107,000
FY 2018-19 increased by $750,000 to $1,107,000
FY 2019-20 increased by $375,000 to $732,000
FY 2020-21 increased by $375,000 to $732,000
