RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with F-N-F Roll-Off Service, Inc. for 40-yard roll off bin rental services including delivery, pick up, and disposal of surplus green waste generated by Department of Public Works and Planning - Parks & Grounds, effective April 9, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $525,000.
REPORT
Approval of recommended action will authorize the Department of Public Works and Planning - Parks & Grounds to utilize F-N-F Roll Off Services, Inc. (FNF) for bin service in disposing of green waste generated by grounds maintenance. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Roll off bins are the most economical way to remove green waste stockpiles and avoid a potential fire hazards.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The annual maximum compensation is $105,000 with a total of $525,000 to be paid over the five-year term. The recommended agreement will be funded with budgeted Net County Cost. Sufficient appropriations and estimated revenues are included in the Department's - Parks & Grounds Org 7910 FY 2018-19 Adopted Budget and will be included in future budget requests.

DISCUSSION:

The Department's Parks & Grounds, including the Tree Crew, generate large volumes of green waste (i.e., wood chips, tree stumps, etc.). Parks & Grounds staff composts when possible, and spreads the compost into the soil at various county parks using a disc implement or around the base of trees to retain moisture in the soil and suppress weeds.
