SUBJECT: Retroactive Agreement with the City of Clovis to participate on the Public Safety Realignment Act Adult Compliance Team

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute retroactive Agreement with the City of Clovis, effective July 1, 2019 through June 30, 2020, with a total of $674,400;
2. Adopt Budget Resolution increasing the FY 2019-20 appropriations in the Local Community Corrections Org 3436 in the amount of $152,400 (4/5 vote); and
3. Adopt Budget Resolution increasing the FY 2019-20 appropriations and estimated revenues in Probation Org 3430 in the amount of $152,400 (4/5 vote);
REPORT
There is no Net County Cost associated with the recommended actions, as Public Safety Realignment Act (Assembly Bill 109) funds will be utilized to fund this Agreement. The recommended actions authorize execution of a new retroactive agreement with the City of Clovis to continue to provide two existing sworn Police Officers and one new Crime Specialist position to participate as members of the Public Safety Realignment Act (Assembly Bill 109) Adult Compliance Team (ACT), as authorized by the approved Community Corrections Partnership (CCP) Plan. The recommended agreement is retroactive to July 1, 2019, the date that prior Agreement No. 18-630 expired, and incorporates all terms of Agreement No. 18-630. The recommended agreement includes $8,000 in funding for FY 2018-2019, for services performed by the City of Clovis during that time period. The recommended agreement also includes an ACT training allocation that was approved by the CCP within the Sheriff Department's Org 3111 Budget. The recommended budget resolutions will provide the necessary appropriations and estimated revenue for the new Specialist position for FY 2019-20.
