SUBJECT: Retroactive Title II Grant Program Application

RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Chief Probation Officer's previous submittal of a grant application to the California Board of State and Community Corrections (BSCC) for the Title II Juvenile Delinquency Prevention and Intervention Grant Program Funds ($890,562).
REPORT
There is no increase in Net County Cost associated with the recommended action. A competitive funding opportunity was offered by the BSCC on June 14, 2019. The proposal is a continuation of the Planned ReEntry Program (PREP) that has been funded by Juvenile Delinquency Prevention and Intervention Grant Program Funds since October 1, 2015. To meet the grant filing deadline of August 9, 2019, the County's proposal was submitted contingent upon your Board's approval. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not taken, the submitted grant application will be withdrawn from consideration for funding. This will result in the loss of needed re-entry services to youth committed to the Juvenile Justice Campus (JJC).

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended action. If awarded, this grant will fund contracted reentry case management and supportive services for youth released from custody at the JJC and their families. This grant will provide $296,854 annually to continue to fund the PREP program from December 1, 2019 through November 30, 2022. A total of $890,562 will be received for the three year grant period. The majority of the grant funds pay for contracted services ($275,760 annually), with the remainder going towards incentives, office supplies and indirect costs.
