SUBJECT: Amendment to Agreement with Kings View Corporation for the Projects for Assistance in Transition from Homelessness

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment II to Agreement No. 15-257 with Kings View Corporation for the Projects for Assistance in Transition from Homelessness Program to add a Mobile Outreach Team component using Homeless Mentally Ill Outreach and Treatment one-time State funding, effective upon execution with no change in term to June 30, 2020 and increasing the maximum by $729,000 to a total of $3,619,728.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will increase funding from $590,182 to $1,319,182 for FY 2019-20. The funding increase will allow the provider, Kings View Corporation (Kings View), to address rural outreach needs for adults who have severe mental illness and/or co-occurring disorder and are experiencing homelessness, or at imminent risk of homeless. The mobile outreach team component will be fully funded with California Senate Bill 840 (SB 840) (as enacted - Budget Act of 2018, Chapter 29) Homeless Mentally Ill Outreach and Treatment (HMIOT) grant, with no Net County Cost. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If the recommended action is not approved, vital outreach services to mentally ill adults who are experiencing homelessness or at risk of homelessness in the rural areas of the County will not be expanded and the HMIOT grant funds will be unavailable to the County.

FISCAL IMPACT:
