Title: 1. SUBJECT: Recovery Residences Master Agreement with Various Contractors

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a Master Agreement with various contractors for Recovery Residences services, effective July 1, 2020, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $5,000,000.

2. Authorize the Director of the Department of Behavioral Health, or designee, to add and/or delete contractors to the Master Agreement, as necessary.
REPORT
Approval of the first recommended action will allow the Department of Behavioral Health to assist clients with accessing Recovery Residences while they are engaged in substance use disorder (SUD) treatment services. Approval of the second recommended action will allow the Director of Behavioral Health to add or remove contractors from the Master Agreement to meet the service needs of the community. This item is countywide.

ALTERNATIVE ACTION(S):

If your Board does not approve the recommended actions, the Department will not be able to provide Recovery Residences to clients engaged in SUD treatment and will discontinue providing Recovery Residence services.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The maximum compensation of the agreement is $5,000,000. Cost is based upon actual usage of the Recovery Residence services at a daily rate established by each contractor. The recommended agreement will be financed with Behavioral Health Realignment funds. Sufficient appropriations and estimated revenues ($1,000,000) will be included in the Department's Org 5630 FY 2020-21 Recommended Budget and will be included in future budget requests.
