SUBJECT: Award Contract No. 19-09-C, Fresno Canal on McKinley Avenue Bridge Replacement Project

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications and award Contract 19-09-C, Fresno Canal on McKinley Avenue Bridge Replacement Project, Federal Project No. BRLS-5942(225) to the low bidder, Agee Construction Corporation, PO Box 629, Clovis, CA 93613, in the amount of $1,489,728.
REPORT
Approval of the recommended action will award a Federally funded Highway Bridge Program (HPB) bridge replacement project. This item pertains to a location in District 3.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the bridge replacement will be delayed.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The maximum anticipated construction cost is $1,576,714 based on the low bid and including the Director's allowance for change orders of $86,986. The bridge replacement is 100% Federally funded through the HBP. Sufficient appropriations and estimated revenues will be included in the Department's Road Fund Org 4510 FY 2020-21 Proposed Budget.

DISCUSSION:

The work to be done consists, in general of removing and replacing the existing timber 48-foot long and 24-foot wide Fresno Canal Bridge on McKinley Avenue with a new single span bridge 61 feet long and 32 feet wide to meet current standards. The existing structure was constructed in 1940 and had a 6-inch concrete deck added in 1970. The new bridge will be located along the same road alignment with a slightly higher profile. The project also includes reconstruction of the approach roadways. Canal access roads will be realigned around new crash cushions at each corner of the bridge. Full street closure is required during construction and a detour will be provided.
