SUBJECT: Retroactive Amendment I to Agreement No. A-20-295, COVID-19 Testing

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive First Amendment to Agreement No. A-20-295 with Pinnacle Training Systems, LLC allowing for COVID-19 testing at additional County departments, with no change to the term of July 9, 2020 through December 30, 2020, or compensation maximum of $2,665,600.
REPORT
There is no increase in Net County Cost associated with the recommended action as Coronavirus Aid, Relief, and Economic Security (CARES) Act funds will be utilized to cover the costs associated with the recommended amendment. Due to the COVID-19 pandemic and ongoing spread of COVID-19 in the general County of Fresno population, and a request from your Board to extend testing to Probation staff on August 4, 2020, the recommended amendment will amend language specifying the locations and service options, such as allowing for testing of the household members of the employees, under the above referenced agreement. Approval of the recommended action will allow the County to expedite testing and pay for testing already ordered at Probation's Juvenile Justice Campus (JJC) and any other locations as needed. Testing services are scheduled to end on December 30, 2020 as the CARES Act currently provides that all claimable costs must be incurred by December 30, 2020. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board choose to not approve the recommended action, COVID-19 testing will not occur at Probation JJC or any other County facilities.

RETROACTIVE AGREEMENT:

Due to urgency of testing at the JJC, Pinnacle Training Systems, LLC (Pinnacle) transitioned to offer testing services at the request of your Board and the Director of Human Resources prior to finalizing the amendment. Additional time...
