SUBJECT: Award Contract 21-01-C Travers Creek at Manning Avenue Tree Removal

RECOMMENDED ACTION(S):
TITLE
Adopt Specifications and Award Contract No. 21-01-C, Travers Creek at Manning Avenue Tree Removal, Federal Project No. BRLS-5942(198), receive verbal report on the bid opening, and award to the bidder with the lowest responsive bid.
REPORT
There is no increase in Net County Cost associated with the recommended action, which will award the tree removal portion of a Federally funded Highway Bridge Program (HBP) bridge replacement project to facilitate utility relocation. This item pertains to a location in District 4.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The maximum anticipated construction cost is estimated to range between $139,700 and 155,100. This project is 88.53% Federally funded through the HBP. The local match of 11.47% will be paid out of the Road fund. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Fund Org 4510 FY 2021-22 Recommended Budget.

DISCUSSION:

As a part of the larger Travers Creek at Manning Avenue bridge replacement project, PG&E will need to relocate several power poles on the project site. Their work can only take place in spring and fall due to constraints on when the lines can be unpowered and have scheduled relocating the poles for October 2021. Trees and bushes must be removed and trimmed in order for that utility relocation to occur.

The work, in general, consists of trimming, removal, and proper disposal of 107 trees and approximately 93 brushes located within the project limits of the Travers Creek at Manning Avenue Bridge Replacement project, 0.6 miles west of Alta Avenue. The ...
