SUBJECT: Amendment to Agreement with Foster Assessment Center and Testing Service, Inc.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 1 to Agreement with Foster Assessment Center and Testing Service, Inc. to continue providing specialized assessment services, effective July 1, 2022 extending the term by six months from July 1, 2022 to December 31, 2022 and increasing the maximum by $140,088 to a total of $980,613.
REPORT
Approval of the recommended action will allow Foster Assessment Center and Testing Service, Inc. (FACTS) to continue providing specialized assessments to the Department of Social Services California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare-to-Work (WTW) participants, with no increase in Net County Cost, while the Department completes a procurement process. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If your Board does not approve the recommended action, the Department will be out of compliance with the Welfare and Institutions Code (WIC) 11325.4 which requires specialized assessments for WTW participants. The procurement process was not completed at an earlier date as the Department had initially intended to extend the agreement for an additional two years. After a review of the declining assessment caseloads, the Department requested a reduced program, which the vendor was unable to agree to for a long-term extension.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The increase ($140,088) will be offset with CalWORKs Single Allocation funds. The total compensation for the agreement is $980,613. Sufficient appropriations and estimated revenues will be included in the Department's Org 5610 FY 2022-23 Recommended Budget.
